网络舆情政府治理预防制度研究——以辽宁省为例

Research on the Prevention System of Government Governance of the Network Public Sentiment in Liaoning Province

网络舆情因为社会动员能力强,成为影响社会稳定的重要因素,因此,防止网络舆情煽动反社会情绪和破坏社会稳定就成为政府的重要任务。文章根据网络舆情生命周期理论和系统设计方法,探讨网络舆情政府治理预防制度的定义及内容,并尝试从网络、现实、思想三维空间角度设计和创建网络舆情政府治理预防制度,希望通过制度建设引导网络舆情,阻止通过网络进行负面社会动员、破坏社会公共秩序的行为,提供高质量的公共安全服务,促进社会和谐和稳定。

The network public sentiment becomes an important factor affecting social stability, because of social mobilization ability. Therefore, it is an important task for the government to prevent the network public sentiment from inciting anti-social mood and destroying the stability of the social order. According to the life cycle theory of the network public sentiment and system design methods, we explore the definition and content of government governance prevention system. From the perspective of the three-dimensional space——network, reality and idea, we design the prevention system of government governance of the network public sentiment. Guiding network public opinion through the system construction, we aim to prevent negative social mobilization from destructing the social public order through the network, provide high quality public security services, and promote social harmony and stability.
