农村集体土地流转中的村委会反腐路径建设——基于农村基层的小样本研究

Anti-Corruption Path Construction of Village Committees in Rural Collective Land Circulation——Based on Small Sample Study of Rural Grass Root Organization

将村委会作为我国反腐倡廉工作的研究对象,对建设覆盖全面的反腐网络而言具有重要意义。对广东省佛山市顺德区的五个行政村村委会及其村民进行深度访谈,获取村委会在农村集体土地流转中的权责行使信息。结果显示,村委会在农村集体土地流转过程的众多环节极易滋生腐败问题。问题的成因既有国家的顶层设计不足,也有村委会自身的制约因素,还有整个社会监督系统的不完善。村委会在农村集体土地流转中的反腐建设可依循法治与教育两个维度上的"顶层设计—地方指导—乡镇审查"及"道德约束—法制宣传—社会监督"的双重路径展开。

It is of great significance to build a comprehensive anti-corruption network when regarding the village committees as the re- search object of China＇s anti-corruption work. Obtaining the information of village committees＇ exercise of power and responsibility in rural collective land circulation by an in-depth interview with five village committees and its villagers in Foshan City, Shunde District, Guangdong Province, the results show that the village committees are easy to breed corruption in the various links of the rural collective land circulation. The cause of such problem is not only due to the country＇s top design, but also has its own constraints, including the imperfection of the whole social supervision system. The village committees＇ construction of anti-corruption in the rural collective land circulation can follow the rule of law and the education.
