How to Improve the Quality of Further Medical Education under the Hierarchical Diagnosis and Treatment System

开展分级诊疗工作是深化医改的重要内容之一。形成基层首诊、双向转诊、急慢分治、上下联动的分级诊疗模式是医改攻坚阶段的重头戏,也被视为缓解群众看病难、看病贵的治本之策。中国分级诊疗体系长期无法有效建立的因素诸多,但其根源在于基层医疗机构缺乏优质医生,基层医疗服务能力弱。因此,如何通过提升进修教育品质来培养高水平基层医疗人才,推动开展分级诊疗工作是继续医学教育工作者值得思考的问题。本文就我国新医改背景下,对如何通过提升进修教育品质有效推进分级诊疗落实进行了探讨。

Hierarchical diagnosis and treatment system is one of the most important parts of deepening medical reform in our country. Forming the hierarchical diagnosis and treatment model including building the system of first choice in grassroots medical institution, two-way referral, acute and chro- nic disease partition, superior and subordinate hospital linkage, is the highlight of crucial stage of medical reform. This is also considered as the fundamental solution for helping relieve the medical problem for people. There are many influencing factors which block the establishment of the system of hierarchical diagnosis and treatment for a long time, but its root cause lies in the lack of high-quali-ty doctor in grassroots medical institutions, grassroots medical service ability is weak. Therefore, it is worth thinking about how to improve the quality of further medical education so as to cultivate high- quality doctor for grassroots medical institutions.
