With the overall advancement of rule of law and the transformation of government functions, the demands for the supervision of the society over the government has been increasing day by day and the supervision for governmental actions by the public opinion has also become more comprehensive. Under such a background, grass- roots administrative law-enforcement is confronted with many challenges and problems. There are deficiencies with the authority, efficiency and capability of law enforcement. Therefore, to enhance grass-roots administrative law- enforcement has become an important link in promoting rule of law.
