基于AHP法的新型职业农民胜任素质评价体系的构建

Construction of the Competency Evaluation Index System of New-Type Farmers Professional based on AHP

通过将胜任素质指标与农民素质指标的整合,在德尔菲专家调查的基础上,利用层次分析法建构了一套旨在培育新型职业农民胜任素质的指标体系。该指标体系包括6个一级指标、27个二级指标以及13个三级指标,通过一致性检验。由层次分析法测算的权重结果发现,相对权重位居前十位的共有15个二级指标,主要分布在文化教育素质、经营管理素质、科技素质、法律素质和思想道德素质等5个农民素质一级指标之中。而通过与职业胜任指标的比对分析结果发现,相对权重位居前十位的二级指标中,除文化教育程度外,所匹配的胜任素质指标则集中分布在专业技能和人格特质之中。这意味着培养并提升新型职业农民胜任素质的重点,可放在专业技能提升与适合现代化发展需求的人格特质完善两方面。

Abstract：A set of new-type farmers professional competency index that is based on the analytic hierarchy process （AHP） is constructed on the basis of the Delphi expert＇s investigation and the combination of farmers＇ competency index and their quality index. The index system which includes six primary indicators, 27 secondary indicators and 13 third class indicators passes the consistent testing. According to the analysis result of analytic hierarchy process （AHP）, we find that relative weights among the top ten with a total of 15 secondary indicators are mainly distributed in cultural education quality, management quality, science and technology quality, moral quality and legal quality that contained in the primary indicators of farmers＇ quality. And the results of comparative analysis with professional competency index show that in the secondary indicators of relative weights among the top ten, except for the degree of cultural education, the matched competency index mainly distributes among professional skills and personality traits. It shows that the main point of developing and improving the new professional farmers＇ professional competency can be put in the promotion of professional skills and completion of personal traits to fit the development of modernization.
