江西省财政支持医疗卫生区域差异研究——基于泰尔指数研究

Study of the regional differences on financial support for health care in Jiangxi province based on Theil index

运用泰尔指数,分别从地方财政医疗卫生支出与人口、GDP、财政支出相匹配的角度,对2009-2013年江西省财政医疗卫生支出的区域差异进行测度和结构分解。结果表明,财政医疗卫生支出存在明显的区域差异,相对于财政支出和GDP的医疗卫生财政支出地区差异主要由区域内差异引起,相对于以区域人口分布的医疗卫生财政支出区域差异主要由区域间差异引起。对此,提出缩小地区经济差异、加大财政转移支付等建议。

This paper analyses the regional differences on financial support ior health care trom 2009 to 2013 in Jiangxi province using Thei index from the perspective of matching degree between the local fiscal health expenditure and population, GDP, fiscal expenditure respectively. The results show that there is an obvious regional difference in fiscal health expenditure; the regional differences in health expenditure relative to fiscal expenditure and GDP are mainly caused by intra-region differences, and the regional differences in health expenditure relative to regional populations are mainly caused by inter-regional differences. At last, some suggestions have been put forward, like reducing regional economic disparities, increasing financial transfer payment and so on.
