新型城镇化视阈下推进新农村建设的路径选择

The Path Choice of Promoting New Countryside Construction Under the Visualization of New-Type Urbanization

本文通过对新型城镇化视阈下新农村建设及其与新型城镇化的内在联系和路径选择的分析,认为新农村建设的根本途径在于融入新型城镇化,要以城镇建设的理念改造提升农村,以城镇的发展辐射带动农村,使新农村建设与新型城镇化共同统一于城乡发展一体化目标。基于此观点,本文提出在新型城镇化视阈下推进新农村建设的路径选择,即应把新农村建设纳入新型城镇化总体布局,着力从建立以现代农业为主的产业体系、完善基础服务设施、提升基本公共服务、改善生态人居环境等五个方面系统推进。

This paper analyzes the inner relations between new countryside construction and new-type urbanization under the background of new-type urbanization,and thinks that the fundamental way of new countryside construction lies in the new-type urbanization that our country should transform the countryside construction by the idea of urban construction and promote the rural development by radiation to unify the integration of urban-rural development goals.Based on this point of view,this paper puts forward the path of new countryside construction from the new-type urbanization perspective,that is,the new countryside construction should be integrated into the overall layout of new-type urbanization and be promoted from five aspects which are the establishment of modern agriculture-based industrial system,the perfection of rural basic services facilities,the improvement of the basic public services in rural areas,the progress of the ecological environment in rural areas.
