新群体特征下的高校志愿者行动变化——《2014-2018中国青年志愿者行动发展规划》框架下的讨论

摘要 高校志愿者行动是受党团指导,以在校大学生为主体的公益行动,因此,高校志愿者行动同时受到党团要求与大学生群体特征的影响。新的青年志愿者五年规划提出了尊重主体与首创精神,支持、鼓励探索符合市场经济机理的志愿服务资源整合平台,明确实体平台建设数量指标,支持引导各类网络"微公益"等新主张,将会调控今后的高校志愿者行动。同时,志愿者鲜明的"90"后群体特征也使当前的高校志愿者行动发生了变化。高校志愿行动开始借助市场的力量获得资源;行动的主题变得多样,以需求为导向,并兼顾志愿者的专业;活动形式从单纯的线下走向了线上与线下、直接与间接相结合的方式;宣传也变得更多地倚重微信等新媒体途径。 Volunteers' activities in colleges and universities are public welfare actions guided by the Party and the Communist Youth League which are influenced by the requirement of the Party and League, as well the intergenerational characteristics of college students. The new five-year plan of youth volunteers has been introduced,which shows respect to innovation, encourages to explore a volunteer service resource integration platform to meet the market economic mechanism, sets clear quantity index for the construction of entity platforms, supports and guides various kinds of internet' micro public welfare'. All the above methods will continue to guide volunteers'activities in colleges and universities. Meanwhile, the characteristics of the ‘ 90 ' youth group will also lead to the change of volunteer activities. Therefore, volunteers ' activities in colleges and universities should gain resources through market, design diversified themes, run on demand- oriented, connect with the volunteers* majors, and at the same time, explore on-line and off-line services, apply direct and indirect methods and increase publicizing channels, especially by new media like WeChat.
