促进我国农田水利建设发展的策略研究

Strategies to Promote the Development of Irrigation and Water Conservancy Construction in China

主要针对促进我国农田水利建设发展的策略展开研究,对农田水利的内涵及对农业经济增长的促进作用进行简要分析,在此基础上,提出若干促进我国农田水利建设发展的具体策略:明确农田水利建设的投入主体;建立更为稳定的投资渠道;明确县乡政府对农田水利建设的组织指导职能;加强对国家资金的协调和规范管理;加快农田水利建设管理制度改革步伐。

The research aims to promote the development of irrigation and water conservancy construction in China. First of all, a simple analysis is made on the connotation of farmland water conservancy and the promotion for agricultural economic growth. Based on this, some specific strategies are put forward to promote the development of China＇s water conservancy construction ： determination of the main body of water conservancy construction; establishment of much more stable investment channels; clarify county government＇ s responsibility of farmland water conservancy construction guidance ; strengthen the coordination and management on state funds; boost construction reform on water conservancy management system.
