当前,我国高等教育正在由大众化向普及化阶段过渡。思想是先导,理论研究要为顺利实现这种转换服务,要为进入普及化后的高等教育健康发展奠定基础。本文全景式、概括性地探讨了高等教育改革与发展的相关理论问题,从高等教育属性、精英教育转向大众化的回顾、高校体系建设、素质教育推进、人才培养、科学研究、社会服务、教师发展、现代大学制度建设、开放、责任担当、继承借鉴等十二个方面入手,以条目式的形式总结出六十条的理论要点,力图构建能对未来高等教育发展起指导作用的思想体系。

China＇s higher education is currently transtioning. Mind is the forerunner, therefore, the theoretical research should be carried out to realize this transition smoothly, as well as to lay the foundation for the healthy development of higher education after popularization. The theoretical issues of higher education reform and devel- opment are discussed in this paper in a panoramic and general way, approaching from twelve aspects, including higher education attributes, review of elite education to mass education, higher education institutes system construc- tion, quality education promotion, talents cultivation, scientific research, social services, faculty development, modern university system construction, openness, responsibility, inheritance and reference. This paper summarizes sixty theoretical points in the form of catalogue, trying to build an ideological system that can play a guiding role for future higher education development.
