Review and Prospects of Government Purchasing Library Services in China

政府购买图书馆服务重塑了政府、市场、社会公众和公共图书馆之间的契约关系,是图书馆服务供给模式的重大变革。当前的研究主要围绕政府购买图书馆服务的含义、背景、对象、范围、方式与发展等问题而展开。研究特点呈现出理论体系初步形成、从思辨式研究走向实践性研究以及理论研究与公共政策相互推动的特点。今后的研究可以从探索本土化的实现模式、拓展理论研究的广度和深度以及推动理论研究与公共政策良性互动3个方面继续深化。

Government purchasing library services is a major change in the mode of library service supply, and it reshapes the contractual relationships among the government, market, the public and the public library, etc. The current study mainly centers on definition, background, object, scope, method and development. The study features in theoretical system initially formed, transfering from speculative research to practical research, as well as mutual promotion between theoretical research and public policy. The future study could be deepen in exploring the realization mode of localization, expanding the breadth and depth of theoretical research, promoting positive interaction between theoretical research and public policy.
