摘要
通过比较研究发现,中美网络舆情监控存在显著差异。中国监控网络公共观点和情绪,试图避免社会不稳定,监控主体和对象间不构成敌对关系。美国监控网络中的人及其行为,建立系统的个人元数据,将所有网络行动者当作潜在恐怖分子。在监控方式上,中国从单个事件出发监控单个个体,以屏蔽网站和限制信息发布为主。美国从监控总体出发搜索触发安全信号的个体,以隐秘方式追踪发布信息的人。
Through the comparative study,it is found that there are significant differences in the surveillance of Internet public opinion between China and US. China monitors public opinion and sentiment in an attempt to avoid social instability. Monitors and objects do not pose a hostile relationship. The United States surveil people and their behaviors in the network, and establish individual network activity metadata systematically,all network actors look like as potential terrorists. In the surveillance method,China shields the site,restricts the information release and monitors a single individual based on a single event. The United States surveil collectively and search the individual triggering a safe signal in a secret way.
