新时期小城镇产业联动发展思路及规划探究——以德阳广汉市西高镇为例

Research on the Small Town Industrial Collaboration Strategy and Planning Response:Take Xigao Town as an Example

在新时期的发展形势下,作为城市之尾、乡村之首的小城镇起到了平衡城乡经济稳定的作用,它的发展受到特别关注。小城镇的产业与小城镇相随相生,作为重要的经济增长点,是小城镇发展的关键核心。随着小城镇市场经济以及国家城镇化水平的不断提高,大多数小城镇原本粗放的产业结构与初级的空间布局已不能进一步满足其自身和所在区域经济的发展需求。面对新型城镇化的战略要求,小城镇需要谋求健康稳定快速的发展,如何高效地实现三类产业的联动,将是小城镇所要面对的议题。研究以小城镇产业发展为研究对象,分析产业在过往小城镇发展中作用及面临的问题,基于农业、旅游、人居及文化产业,提出适用于一般小城镇的多产业联动发展思路,并结合广汉市西高镇的规划实践,以期为今后小城镇的发展提供相关借鉴及参考。

Small towns play an important role in the balance of urban and rural economic stability, whose development has been of particular concern. The industries which arose along with the birth of towns, are the keys of towns’ economic growth. With the market economy as well as national urbanization continues to improve, the extensive industrial structure of small towns is hindering the development needs of the towns. Facing the new urbanization strategy, small towns need steady and healthy progress. How to select proper industries will be the subject of small towns’ future development. After analyzing the problem of industrial, this paper intends to present general pattern of development methods that based on agriculture, tourism, residential and cultural industries, which may provide references for the future planning and development of small towns.
