平凉市构建新农合分级诊疗体系的PEST-SWOT分析

Analysis on PEST-SWOT of NRCMS' Tiered Health Care System in Pingliang

目的:从政治、经济、社会和技术角度对平凉市构建分级诊疗体系的优势、劣势、机会和威胁进行逐条分析,提出战略和措施,为推进建设和政策调整提供参考。方法:采用PEST-SWOT模型分析,构建PEST-SWOT分析矩阵。结果:平凉市采取医疗机构分级分类管理、改革医保支付方式、医师多点执业等措施,初步建立了运行较为顺畅的分级诊疗体系,但各方制约问题也更加突显。结论:提高管理效率和各部门配合度,做好分级诊疗的政治护航;让调整薪酬分配制度和发挥医保优势成为分级诊疗的经济保障;积极宣传、转变诊疗观念以做好分级诊疗的社会支撑;优化基层人力,规范转诊流程,完善信息建设,做好分级诊疗的技术依托。

Objective： To analyze the strengths, weaknesses, opportunities and threats in aspect of political, economic, social and technological factors of tiered health care system in Pingliang, to put forward strategies and suggestions and provide references for Pingliang. Methods： The PEST-SWOT analysis method was used and matrix was constructed. Results： Pinglinag adopted comprehensive measures including classified management of medical institutions, medical insurance payment reform, multiple-site physician practice policy and others. The tiered health care system operated smoothly, but still there were some restrictions. Conclusion： Management efficiency and the coordination of different departments should be improved. Salary distribution system and health insurance system should be adjusted. Propaganda should be conducted actively and the concept of diagnosis and treatment should be changed. Human resources and equipment in primary care should be optimized, referral process should be standardized, and health information system should be improved.
