长株潭区域自主创新绩效综合测评实证研究——与三个国家级自主创新示范区的比较

On the Empirical Research about the Comprehensive Evaluation of Independent Innovation Performance in Chang-Zhu-Tan Area——Compared with Three National Level Independent Innovation Demonstration Areas

构建区域自主创新绩效测评指标体系,运用DEA规模报酬可变(VRS)的BCC模型,对长株潭区域自主创新绩效进行综合测评,从综合绩效、纯技术效率和规模效率三个方面将长株潭区域自主创新绩效与武汉东湖、中关村、苏南三个示范区进行了对比,研究了长株潭区域自主创新绩效的动态演化趋势。研究结果发现:四个区域自主创新综合绩效、纯技术效率和规模效率之间存在较大差异,2008-2013年间区域自主创新绩效排序为:中关村居首位,苏南、武汉东湖随后,长株潭最低。长株潭区域的纯技术效率在四个示范区中位居第二,规模效率则排名最后。提高长株潭区域自主创新绩效,要继续加大科技投入力度,提高科技资源的配置效率;把握好引进创新和自主创新间的关系,立足促进原始创新设计产业发展策略;加强区域科技优势与产业进行积极对接,强化战略性新兴产业核心技术,努力促进战略性新兴产业发展向高端化迈进。

To evaluate the Chang- Zhu- Tan area＇s self- dependent innovation performance comprehensivly,this paper has constructed the evaluation index system of the regional self- dependent innovation performance,which used the BCC model of DEA scale compensation variable（ VRS）. Moreover,to study the dynamic evolution trend of independent innovation performance in Chang- Zhu- Tan area,we compared the independent innovation performance of Chang- Zhu- Tan area with Wuhan East Lake demonstration area,Zhongguancun demonstration area and Southern Jiangsu demonstration area from three aspects,such as the comprehensive performance,the pure technical efficiency and the scale efficiency. In conclusion,we found that there are significant differences among these four regions on the comprehensive performance of independent innovation,the pure technical efficiency and scale efficiency. The ranking in 2008- 2013 is as following,Zhongguancun ranked first,followed by southern Jiangsu and Wuhan East Lake,the last is Chang-Zhu- Tan. The pure technical efficiency of Chang- Zhu- Tan area ranks the second in the four demonstration areas,but the scale efficiency ranks the last. To Improve the independent innovation performance of Chang- Zhu- Tan area,we should continue to increase investment in science and technology,and improve the allocation efficiency of science and technology resources. And we should grasp the relationship between the introduction of innovation and independent innovation,and design industry development strategy based on the promotion of original innovative. Moreover,we should strengthen the active docking between the advantages of regional science and technology and regional industry,strengthen the core technology of strategic emerging industries,strive to promote the development of strategic new industries to higher- level.
