阐述了新疆集体林权制度改革进程和取得的实质性成效,分析了新疆在深化改革中林权证、林权抵押贷款、林权流转、林业专业合作组织、林下经济和林权制度等方面存在的问题,针对性地提出了推进新疆集体林权制度改革的思路与对策。

This paper describes the process and substantial results of collective forest property right systemin Xinjiang,analyzes the problems of forest right certificate, forest right mortgage loan,forest right circulation, forestry professional cooperation organization, forest economy and forest right system on deepening thereform in Xinjiang. It puts forward some thoughts and counter measures for collective forest property rightsystem reform in Xinjiang.
