摘要
生态补偿效应是为了解决市场机制失灵而造成的生态效益的外部性,保持社会生态环境的公平性发展,而出现的激励人们对生态系统功能进行维护和保养的经济手段,从而达到保护环境和生态系统的平衡.文章对西安浐灞生态区实施生态补偿措施的必要性和紧迫性进行研究和论述,在把握当前国内外生态环境中生态补偿效益及效应的发展模式,依据当前现有的理论成果,进行实地调研,分析典型项目案例,整理生态区生态补偿效应的相关理论和实践方法,借鉴成功经验,总结得出了西安浐灞生态区园林景观植物的演变历程与特征,并对浐灞生态区周围环境的作用机制进行了探讨和研究,综合考虑浐灞生态区系统的服务价值和经济发展水平,以生态区园林植物的生态效益外部性和公平性问题为出发点,讨论了该区的生态建设,并对发达国家的生态效益补偿的理论和实践经验进行分析和总结,最终结合浐灞生态区自身的环境特征,提出了浐灞生态区园林植物生态补偿效应的研究方法,希望能对浐灞生态区的建设,尤其是园林植物方面的生态补偿效应提供科学依据.
Mechanism of effect of ecological compensation is to solve market failure caused by the ecological benefit of externalities, maintain social fairness development of ecological environment, and to maintain the eco-system function to motivate people and to maintain economic means, so as to protect the environment and eco-system balance. Article Xi?an Chanba biome necessity and urgency of the implementation of ecological compen-sation measures are studied and discussed, in the grasp of the current ecological environment benefit and effect of ecological compensation at home and abroad development model, according to the current existing theory achievement, field investigation, case analysis of a typical project, arrange biome ecological compensation effect of related theories and practical cases, draw lessons from successful experience, conclude that the Xi?an Chanba biota evolution and characteristics of landscape plants, and the Chanba biome probes into the mechanism of action of the surrounding environment and research, considering action Ba ecological system service value and the level of economic development, with ecological garden plant ecological externality and fairness as a starting point, discusses the area's ecological construction, and the developed countries of the theory and practice of compensation for ecological benefits of experience are analyzed and summarized, finally combining Chanba biome own environmental characteristic, put forward the Chanba biome garden plant ecological compensation effect of research methods, hope to Chanba ecological construction, especially in garden plant will provide a scientificbasis for ecological compensation effect.
