2010-2015年我国艾滋病防治经费投入状况分析

Analysis of fund inputs for HIV/AIDS prevention and control from 2010 to 2015 in China

目的分析2010-2015年中国艾滋病防治经费的来源与构成,探讨经费投入的发展趋势和方向。方法利用Excel 2007软件,对2010-2015年中央财政、地方财政、国际资金和社会资金的投入数量进行录入和整理,计算各变量的构成比。结果 2010-2015年,我国艾滋病防治经费总投入为2 809 230万元,经费投入总体上不断增加,体现出渠道的多样化,构成比发生重大变化。结论防治经费需求增长的总体趋势仍会继续,要继续保持中央财政经费投入的增长规模,增加地方财政经费投入,继续保持国际合作与交流态势,尽可能多地筹集社会资源。

Objective To analyze the sources and composition of funds for AIDS prevention and control in China from 2010 to 2015,to explore the developing strategy of fund investment.Methods Excel 2007 software was used to analyze the fund inputs from the central and local governments,international agencies and social organizations during 2010-2015 and the composition ratio of each variable.Results From 2010 to 2015,the total fund inputs for AIDS prevention and control was 28.0923 billion yuan.The total funds were increasing by year;the fund raising was diverse;and the fund component ratio was significantly changing.Conclusion The fund demand for AIDS prevention and control will still continue.It＇s necessary to maintain the growth of the central finance,and at the same time to increase the local finance.The international cooperation and communication should be kept on and social funds be raised as much as possible.
