摘要
2015年,孝义市在农村集体"三资"管理专项清理整治工作中,开展了全面自查发现、自纠整改和全面整治工作。文章从"三资"管理制度建设上深入分析了存在的主要问题,提出了"三资"管理下一步工作重点。即健全乡镇农经管理机构设置,加快农村会计职业化、规范化管理步伐,加强村集体债务管理和规范工程项目票据管理。建议省级应尽快修订出台《审计条例》与《责任追究办法》等完善"三资"管理的措施。
In the rural collective ＂three-capital＂ management special clean-up work, Xiaoyi carried out a comprehensive inspection found, self-correction rectification and comprehensive treatment. This paper analyzed the main problems in ＂Joint venture＂ management system construction, which are improving the township agricultural economy management institutions, to speed up the pace of rural accounting professional, standardized management, to strengthen the village collective debt instrument management and standardize the project management. To advice at the provincial level should amendment as soon as possible with the audit regulations ＂responsibility way＂ and ＂three-capital＂ management measures.
