在高等教育简政放权改革紧锣密鼓地展开之际,探究其热兴的背景,反思其存在的问题,有利于对本轮高等教育简政放权改革形成一个全面的认知和评价。大众化背景下办人民满意的高等教育的现实需求、逐步深化的教育行政管理体制改革、分权管理理论的传播,分别构成了本轮高等教育简政放权的现实背景、历史背景和理论依据。本轮简政放权改革取得了很好的成绩,赢得了社会的认可,但也存在着放权口径不统一、权力监管不到位等显著问题。因此,政府在以后的改革中既要进一步转变职能,积极推动学校、社会力量的用权能力建设,还要勇担责任,建立起有效的权力监管体系,做到既不越位,也不缺位。

In higher education decentralization reform which is intensive and ongoing, exploring the back- ground and reflecting the existing problems is benefit to form a comprehensive understanding and evaluation of higher education decentralization reform. Running higher education of people＇s satisfaction in the populariza- tion background, gradual deepening of the reform of educational administration system and the spread of de- centralized management theory form realistic background, historical background and theoretical basis of higher education decentralization reform, higher education decentralization reform has achieved very good results, and won the recognition of the community, but some problems still sexist, such as decentralization of the caliber is not uniform, power regulation is not in place and so on. so the government should change the function, ac- tively promote the construction of the power capacity of schools and social forces, should assume the responsi- bility, and establish an effective power supervision system for that neither offside, nor absence.
