摘要
通过分析一起液化烃罐区泄漏着火爆炸事故的处置过程,指出了液化烃罐区消防给水设计的缺陷问题、消防预案编制以及实战中力量部署与消防设施设计参数不匹配等问题。从适当提高设计规范要求、允许防火间距与消防设施配置等各设计参数之间互补以提高设计选择灵活性、加强电气自动化控制新技术的应用、预案力量编程应充分考虑消防设施设计的各项参数、加强企业内部员工对消防设施操作的培训等方面,提出提高液化烃罐区消防给水可靠性的措施。
The processing procedure of a leakage and explosion accident was researched,the problems like design defect of fire water supply in liquid hydrocarbon tank area,unmatch of make of fire plan and fire force deploy in firefighting to design parameters of fire facility,etc.were analyzed.The measures to enhance the reliability of fire water supply in liquid hydrocarbon tank area were put forward from the aspects of enhancing the requirement in the Code,enhancing the flexibility of design by allowing the complementary of fire facility and fireproof distance,enhancing the application of automatic control technology,considering the design parameters of fire facility during the making of fire plan,enhancing the training of fire facility operation of the company employee,etc.
