罗尔斯正义论视域下探讨高值药物医保支付机制公平性原则

高值药物医保支付提升了患者药物可及性的同时也带来了一些涉及医疗资源分配的公平性问题。罗尔斯的正义论作为当代社会公平理论中最具影响力的理论之一,对于高值药物医保支付机制公平性的完善同样具有指导意义。在罗尔斯正义原则视域下,相关部门及利益方须在高值药物医保支付所涉及的药物遴选、谈判定价、使用管理等环节把握公平与效率平衡原则,同时多方联动保障"最少受惠者"切实享有相关的"政策福利"。

Medical payment mechanism of high-value drugs can improve the accessibility for many patients, while it has brought about the issue of equity of medical resource allocation. As the most influential equity theory, John Rawls justice theory can be used to improve the equity of medical payment mechanism of high-value drugs. It is suggested for the government and rele- vant stakeholders to assure the fairness and efficiency in drugs selection, pricing negotiation, using management and other impor- tant stages.
