制度创新视域下民办高校分类管理的现实困境分析

作为民办高等教育综合改革突破口的营利性与非营利性民办高校分类管理已经获得制度认可,分类管理的具体实施办法已提上议程。这是一项复杂的、全局性的制度创新,将是一个长期、复杂而艰难的过程。如果过分强调其积极作用,忽视其中蕴含的困难和问题,就会严重阻碍分类管理的开展。在充分考量我国民办高等教育发展历史与现实的基础上,对民办高校分类管理过程中可能存在的难点问题进行了总结和分析,以期对民办高校分类管理的顺利展开有所助力。

As the key of private higher education innovation, classification management as well as its specific measures of for-profit and non-profit of private college are put on the agenda. The innovation of classification management of the private college is an overall, long-term, complicated and difficult colligate reform. However, attaching importance to the positive influence excessively, without realizing ignoring the risk and difficulty is also inadvisable. It will prevent the execution of the classification management. Based on the considerations and discussions of history as well as the current situation of the private higher education in China, the study analyses the core difficulties of classification management, in order to promote the implementation in private colleges.
