“高水平中外合作办学”的理念与实践

Study on the Idea and Practice of High-Level Sino-Foreign Higher Education Cooperation

在建设高等教育强国背景下,中外合作办学的内涵与模式应得到不断发展,其功能要符合建设高等教育强国过程中对办学理念、管理制度创新以及质量全面提升的要求。基于此,结合浙江大学在对外合作办学上的实践探索,提出"高水平中外合作办学"这一概念。研究认为:积极开展高水平中外合作办学是我国加快建设高等教育强国的重要路径,是提升我国高等教育地位,全面融入世界一流学术圈,突破"中心-边缘"理论所设定的既有世界高等教育体系的重要抓手,努力让中国高等教育从世界的边缘走向中心。

In the background of constructing a powerful country on higher education, the model and connotation of Sino-Foreign higher education cooperation need to be constantly developed, and its function should conform to the requirements of school-running idea, management innovation and the overall quality improvement during the process of constructing powerful country on higher education. Based on that and the practical exploration during the Sino-Foreign higher education cooperation, ZJU puts forward the basic connotation of ＂high-level Sino-Foreign higher education cooperation＂. It is an important pathway for constructing a powerful country on higher education through high-level Sino-Foreign higher education cooperation and an important acting point to enhance our higher educational status, to integrate into world-class academic community and to breakout the existing higher education system set by ＂core-periphery＂ theory. Finally, it will make Chinese higher education move from the edge to the center of the world.
