基于熵权的水电工程建设单位索赔风险分析

摘要 水电工程水文及地质条件复杂、技术含量高、涉及专业多、工期长,复杂多变的外部条件会导致索赔事件的发生,建设单位应高度重视索赔的风险管理。结合某实际工程,运用建设项目工作分解结构(WBS)-风险分解结构(RBS)耦合矩阵,在建立索赔风险指标体系的基础上,运用熵权法计算出各索赔风险指标的权重,对关键索赔风险因素进行分析,为建设单位识别索赔风险,减少索赔给建设单位带来的损失提供理论依据。 Due to complex hydrological and geological conditions, high demand on technologies, involving many professionals and long construction period in the construction of hydropower projects, the complicated and variable conditions can lead to the occurrence of claims, so the owner of project should pay more attention to claim management. Taking a hydropower project as study example, the main claim risk index are analyzed, in which, the claim risk index system is buih based on WBS-RBS coupling matrix, and then the entropy weight method is used to calculate the weight of each claim risk index. The analysis results provide a scientific basis for project owner to identify claim risks and reduce the losses of claims.
