Study on Repayment Pressure for China's Various Debt during The 13th Five-year Period

"十三五"时期,我国经济发展进入新常态时期,各级政府收支管理和各类企业生产经营活动面临更严峻的挑战。本文基于"十二五"时期我国各类债务发展趋势,预测"十三五"时期各类债务偿还压力。其中,地方政府债务和企业债务,尤其是国有企业有较大偿债压力,需要通过地方融资平台公司市场化转型、地方房地产税体系构建、PPP模式和地方自主发债管理的完善、国有企业经营治理结构和社会保障制度的完善、企业杠杆率降低等措施来化解偿债压力。

The economic development of our country has entered the new normal during The 13 th Five-year Period.Government revenue and expenditure management at all levels and all kinds of enterprise production and business operation activities face more severe challenges. This article which is based on＂12th five-year＂development trend of various types of debt in our country,predicts all kinds of debt repayment pressure in The Thirteenth Five-year Period. The local government debt and corporate debt,especially state-owned enterprise debts have bigger debt repayment pressure. It is needed to take the local financing platform company market-oriented transformation,construct local real estate tax,improve the PPP model and local autonomous debt management,perfect the management structure of state-owned enterprises and the social security system,and reduce corporate leverage measures to dissolve the debt repayment pressure.
