Herd Behavior in Economic Decision-making of Local Government:Behavior Analysis and Governance

地方政府是我国行政管理体系中重要的组成部分,在我国社会经济发展中发挥了重要作用,但有些地方政府在追求经济快速发展的过程中,不顾本地经济实际情况,盲目模仿其他地方政府的决策,出现了经济决策中的"羊群效应",这一非理性行为导致地方政府未能有效地履行自身的经济职能,浪费了公共资源。本文在分析经济决策中"羊群效应"的表现和危害的基础上,从"地方政府公司化"和决策机制角度出发,探讨了其产生的原因,并提出了治理建议。

Local government is an important part of the administrative system,which plays an important role for the country＇s social and economic development. In pursuit of rapid economic development,some local governments appear ＂herd behavior＂in economic decision-making,which ignores local economic reality and imitate the decision-making of other local governments. This irrational behavior wastes public resources and makes the government fail to fulfill its economic function effectively. Based on the analysis of the manifestation and harm of＂herd behavior＂in decision-making,this article explores the causes and governance proposal from ＂local government corporatization＂and the decision-making mechanism.
