摘要
基于广西Q市"两县两区"调研发现,基层政府购买服务存在承接能力薄弱,试点项目推进滞后;财政支撑不强,难以满足额外预算;人员配置不足,项目管理难度大;中介结构缺乏,难以提供购买服务;项目平均分配,竞争机制不完善的不可为困境。因此,通过"政策引导"与"过程管理"相结合的政府动员,"双向沟通"与"考核管理"相结合的基层互动,"培育主体"与"公平参与"相结合的社会参与,才能实现政府购买服务可为的有序推进。
Based on the research of "two county and two region"of Q city in Guangxi province,trouble in grass-roots government purchase services can be seen clearly. The ability of undertaking is weak,leading to the pilot project promotes lag;Financial support is too weak to meet the extra budget; Inadequate staffing and difficult project management exist at the same time; Lack of intermediary structure makes providing purchase service difficult; Average distribution, project competition mechanism is not perfect,which become the trouble as well. Therefore,by the combination of"policies to guide"and"process management"in government mobilization; the combination of "Two- way communication"and"evaluation management"in the basic interaction; the combination of "Fostering subject " and "equal participation " in social participation, the government purchasing services can be provided orderly.
