欠发达地区城镇化和工业化进程中征地的反思——基于广东省河源市L县两项征地案例的剖析

The Reflection of Land Expropriation in the Process of Urbanization and Industrialization in the Lessdeveloped Region——Based on Analysis of two Land Expropriation cases of L County,Heyuan City,Guangdong Province

经济欠发达地区采用大量征收农地方式来推动当地的城镇化和工业化的发展,引发了农民利益受损和环境恶化等一系列问题。本文通过访谈方式对河源市4个村落进行调研,以当地两个征地项目作为典型案例进行剖析。研究表明,欠发达地区的征地流程缺乏透明度,一次性补偿农民生活难以为继,土地保护性开发意识薄弱。为构建一种既能促进当地经济发展,又能保障被征地农民合法权益的机制,本文提出了完善我国的征地法律及加强监督效力,建立长期的利益分配制度,推动土地的保护性开发等建议。

To promote the development of local urbanization and industrialization, less-developed region has expropriate a large number of agricultural land, which has triggered a series of problems, such as the damage to farmers＇ interests, environmental deterioration and so on. In this paper, on the basis of the investigation and interviews to four villages in Heyuan, Guangdong province, two land expropriation projects has selected as typical cases for analysis. Research shows that in the the underdeveloped areas, the process of land expropriation lack transparency; disposable compensation can＇t guarantee the sustainable development of farmers＇ lives; the consciousness of land protective development is weak. To promote the economic development of underdeveloped areas and safeguard the rights of levied farmers, some constructive proposal is discussed, including improve national land law and government＇s land expropriation procedure; build long-term interests distribution mechanism; promote the land protective development.
