Industrial Policy Effect:Existence and Heterogeneity

本文构造中国省区产业政策与二位码产业增长指数相匹配的面板数据,实证分析地方产业政策是否具有显著的产业增长效应,并考察政策效应的产业异质性。实证发现:第一,地方产业政策总体上存在显著的产业增长效应;第二,产业政策的增长效应具有产业类型异质性,其是由政府在不同类型产业中的信息完备程度差异造成的。这意味着,各级政府在制定和实施产业政策过程中,需要关注其在具体产业中的信息完备程度。

We empirically test if the local industrial policy has created significant industry growth effect and if the effect varies across industries with a matched data set of provincial industrial policy and 2-digit industry growth index. The results are as follows： Local industrial policy has caused significant growth effect; The effect varies across industries; The heterogeneity of pol- icy effect may have been caused by the complete degree of information across industries. The policy implication is that the governments should take the degree of industry information completeness into account in stipulating and enacting industrial policy.
