摘要 简述了国家对电力行业大气污染物排放标准的修订及发展,重点回顾了"十一五"以来宝钢电厂大气污染工程减排改造实践,总结了管理减排促进环保综合效能提升的策略。在新的节能减排要求下,逐一分析电厂大气污染治理设施现状,结合十多年来的减排实践,提出了相关建议:首先抓紧完成燃煤机组超低排放达标的限期治理;其次对已梳理出的各类环境风险和突出问题要专题解决,并综合考虑能耗、环保指标的平衡;最后要持续完善管理减排手段,从运行管控、设备维护、技术提升等方面提升污染治理设施综合效能。这些也对其他冶金企业自备电厂突破节能减排瓶颈提供了借鉴。 This paper introduces the process of emission standards of air pollutants for electricpower industry that has been gradually revised and developed, especially reviews the rebuildingpractice of air pollutants control in Baosteel Power Plant since the "Eleventh Five-Year", and sumsup emission reduction strategies for promoting environmental protection comprehensive efficiency withthe management tools. Facing the new energy saving and emission reduction requirements, the currentsituation of air pollutants control facilities of the Power Plant is analyzed one by one, and combinedwith more than ten years of experience in reducing emissions, some relevant countermeasures areproposed. Firstly, the renovation projects on coal-fired units to adapt to the ultra low emissionstandards should be completed before the deadline;secondly, all kinds of environmental risks andproblems sorted out need to be solved specially, balance between energy consumption andenvironmental protection should be taken into consideration in the process. At last, while continuingto enrich the management tools on emission reduction, the comprehensive efficiency of pollutioncontrol facilities also needs to be increased from the aspects of operation management, equipmentmaintenance,technical improvement. These also provide a reference for other Metallurgic IndustrialPower Plant to break through the bottleneck of energy saving and emission reduction.
