南南合作视野下的中拉论坛

China-CELAC Forum from the Perspective of China's South-South Cooperation

随着国际体系进入转型期,世界多极化格局深度发展,通过与发展中地区的整体性外交升级,南南合作成为中国外交的重要使命。在继中国—东盟对话、中非合作论坛、中阿合作论坛等机制之后,中国—拉共体论坛于2015年正式成立,标志着中国实现了对发展中地区整体外交的全覆盖。中拉论坛的建立是新世纪以经贸联系为核心的中拉关系深入发展的必然结果:一方面,中国南南合作战略深度发展需要拉美国家的全面参与;另一方面,拉美国家努力寻求自身发展道路也为中拉多边合作机制的建立提供了契机。需要指出的是,中拉论坛也面临双边关系基础相对薄弱、贸易结构相对单一、欧美长期主导等一系列挑战。如何构建符合双方利益的长效合作机制,如何在双边合作进入"新常态"的背景下升级并多元化贸易结构,如何推动中拉多层次交流与合作以增加双方战略互信,如何通过中拉合作的可持续发展提升南南合作水平等,都是中拉论坛未来发展所面临的重要议题。

As the international system is experiencing major transformation and a multi-polar world is taking shape, China set it as an important diplomatic mission to enhance South-South Cooperation through developing comprehensive relations with developing countries. The convening of the first ministerial conference of the China-CELAC Forum in 2015 marks the founding of the forum, which signifies China's full coverage of the developing wrold through collective cooperative mechanisms after the China-ASEAN Dialogue Partnership, Forum on China-Africa Cooperation, and Forum on China-Arab Cooperation, etc. The China-CELAC Forum is a crystallization of the deepening Sino-Latin America relations featuring economic and trade bonds in the twenty-first century: on the one hand, the upgradation of China's South-South Cooperation calls for the involvement of Latin America; on the other, Latin American countries also seeks to reinforce their own identities by involving themselves in the Forum. But China-CELAC Forum still faces a series of challenges, such as a poor basis for the bilateral relations, simplicity of trading structure, and strong competing influence from Europe and America, among others. China and Latin America should, through the platform of CELAC, enhance South-South cooperation and construct a long-term cooperative mechanism in the interests of both; the two sides should also try to improve and diversify the trade relations in the context of New Normal and enhance the mutual strategic trust through multi-tiered exchanges and cooperation and to further advance South-South Cooperation through the China-CELAC Forum.
