中美教育信息化愿景、关注焦点与实现路径比较研究——基于我国《教育信息化“十三五”规划》和《美国2016教育技术规划》话语分析 被引量:11

摘要 我国教育部出台的《教育信息化"十三五"规划》和美国联邦教育局颁布的《为未来准备的教育,重塑技术在教育中的作用——美国2016教育技术规划》描绘了同一时段内,教育信息化战略在不同国情下的未来愿景、关注焦点及实现路径。本文从话语的角度对两个文本比较研究:一方面通过"实是语句…"评价语句""行动语句"和"后果语句",比较中美两个信息化规划文本所规定的政策目标、政策理念及政策措施;另一方面从话语向度、话语参照、话语姿态的角度,分析中美两国教育信息化战略的不同发展路径、全球坐标系下的不同生态位及不同制度规训。在此基础上,本文认为我国教育信息化话语体系建构,需关注"本土问题",树立未来愿景;立足多元互动,建构价值认同;基于科研论证,谋划面向公众的实施路径。 The 13 th Five-Year Plan for Education Informatization issued by Ministry of Education of the People's Republic of China and Future Ready Learning,Reimagining the Role of Technology in Education-2016 National Education Technology issued by the U.S.Department of Education depict the education informatization strategies concerning the vision,the focus and the path under different social contexts during the same period of time.The paper first analyzes the planning documents as "text" from the sentences of "facts"; "evaluations", "actions" and "outcomes" and then explores them as "discourse" from the perspectives of discursive orientations,discursive references and discursive positions.Based on the above analysis,this paper puts forward some feasible suggestions for the discourse construction of Education Informatization in China.
