我国农村地区供给侧结构性改革的着力点及实施路径

The Focal Point and Implementation Path of Supply Side Reform in Rural Areas of China

文章以国家推进农村供给侧结构性改革精神为导向,提出农村地区供给侧结构性改革的三大着力点:农村土地制度改革、农业结构战略性调整、农村粮食制度改革。农村土地制度改革要从农村土地承包经营权的权责落实、集体经营性建设用地改革、农民宅基地改革和土地征收制度改革四个方面入手;农业结构战略性调整主要包括农业经营结构和农业生产结构的优化调整;农村粮食制度改革,要创新粮食价格机制,优化粮食补贴政策,树立正确的粮食生产安全观。

This paper, based on the rural supply side reforms-oriented, puts forward the three focal points in rural areas supply side reforms： the reform of rural land system, the strategic adjustment of agricultural structure, rural food system reform. The rural land system reform should be implemented from the aspects of carrying out the responsibility and rights of the contracted management of rural land, collected management land reform, rural homestead reform and land expropriation reform. The content of strategic adjustment of agricultural structure includes the optimization of agricultural management structure and production structure, the reform of rural grain reform. We should improve grain price system, optimize grain subsidy policy and establish the proper view of grain production safety.
