摘要
非洲的经济问题给整个世界都带来了严重的不良影响:除了经济方面的代价外,贫穷和缺乏就业导致了冲突、社会与政治动荡、非法移民、难民危机,乃至年轻人的暴力与激进化等问题。在一个相互依存越来越紧密的世界中,非洲国家的工业化是全球繁荣与和平最为可靠的驱动力量。如果处于正确的框架之下,它将不仅能够促进非洲大陆而且还能够促进整个世界的经济发展。它将为全球总体需求的扩大提供急需的推动力,将在促进全球增长的同时,为发达国家和发展中国家创造新的就业机会。本文为非洲成功实现工业化提供了一种战略框架,为各国政府、与发展有关的利益相关方和非洲的外部合作伙伴提供了一些实际的政策杠杆,还为非洲、其他发展中和发达经济体展现了一种双赢的机遇。
Africa's economic problems have costly repercussions for the entire world: beyond their financial costs, poverty and lack of employment fuel conflicts, social and political instability,illegal migrations, refugee crises, and even violence and radicalization of the youth. In an increasingly interdependent world, the industrialization of African countries is the most reliable driver for global prosperity and peace. Under the right framework it would spur economic development not only on the continent, but across the world. It would provide the much needed boost to global aggregate demand, and lift global growth while generating new employment opportunities in advanced and developing economies. This paper proposes a strategic framework for achieving industrialization in Africa, and some practical policy levers for governments,development stakeholders, and Africa's external partners. It lays out the win-win opportunities for Africa, other developing countries, and advanced economies.
