Continuation and Improvements of the Collective Leadership of the CPC Central Committee: Seven Mechanisms and the Core

党的十八大以来,以习近平同志为核心的党中央始终坚持并不断完善集体领导体制,推动党中央集体领导体制在新形势下取得新发展。一是明确习近平同志是党中央的核心,这是党心所向、军心所归、民心所望,也令世界为之所震撼;核心的能力与领导集体其他组成人员的能力共同构成领导集体的"能力集",两者之间的作用是乘法关系。二是将集体领导体制的"五大机制"发展为"七大机制",强化了集体外事机制和集体自律机制在中央政治局及常委会治国理政及全面从严治党中的作用。三是通过优化中央领导机构组织架构,拓展重大专项会议制度和领导小组会议制度,加强了党中央重大决策制度建设,使集体决策机制更加适应全面深化改革需要。集体领导体制的创新与发展,反映了中国制度的创新与发展。中国集体领导体制是世界上独一无二的制度,核心领导与"七大机制"互补互益、相辅相成,我们要自觉认识中国制度优越性,只有自觉才能自强,只有自强才能自信。

Since the 18th National Congress of the Communist Party of China(CPC),the CPC Central Committee with Xi Jinping as the core has always been continuing and improving its collective leadership and working to improve the leadership under new circumstances. First,the most essential measure is identifying Xi Jinping as the core of the Central Committee to meet the expectation of the Party,the armed forces,and the people and to make a statement to the world. Ability of the core and that of other members of the leadership multiplies by one another and constitute a capacity set of the leadership. Second,the previous five mechanisms of collective leadership have been developed into seven mechanisms to enhance the role of collective foreign affairs and self-discipline in helping the Central Politburo and its standing committee to govern and strengthen the Party's self-discipline.Third,major decision-making mechanism was improved by optimizing organizational structure of central leading organs and developing special meetings on major issues and meetings of deliberation and coordination agencies to help the collective leadership adapt to the comprehensively deepening reform. Innovation and development of the collective leadership reflect innovation and development of the nation's institution. Collective leadership of the Central Committee is unique that the leadership of the core and the seven mechanisms complement and reinforce each other. The superiority of the institution should be recognized because along with such awareness comes selfimprovement and self-confidence.
