发挥信息技术支撑引领作用服务教育现代化发展大局——学习领会《教育信息化“十三五”规划》

Play a Role of Support and Lead of Information Technology and Serve the General Development Situation of Education Modernization——Learn to Grasp The 13th Five Year Plan of Educational Informationization

该文从贯彻落实国家"十三五"规划精神以及"十二五"教育信息化战略部署与"十三五"的异同两个视角,分析了《教育信息化"十三五"规划》(以下简称《规划》)的总体部署以及特点,指出《规划》是提高对教育信息化思想认识的又一动员令,是指导教育信息化工作融合创新的里程碑,它描绘了一幅服务全局的路线图,进一步构建了教育信息化管理体制和服务支撑机制。文中还对《规划》的核心思想进行了概括。笔者认为,《规划》全篇体现了教育信息化处于高速发展,正在从分散建设向统筹规划、整体推进演进的历史阶段特征,对以教育信息化支撑引领教育现代化发展,是一部重要的理论和实践的指导性文献。

In this paper, there are two perspectives. One is the implementation of the national spirit of ＂The 13 th Five Year Plan＂; another is analysis of the similarities and differences of Educational Informationization strategic plan between ＂The 12 th Five Year Plan＂ and ＂The 13 th Five Year Plan＂. The paper analyzes the overall arrangement and characteristic of The 13 th Five Year Plan of Educational Informationization（hereinafter referred to as The Planning＂）, and points out that The Planning is also a mobilization order to improve the understanding of Educational Informationization thinking, and it is a milestone to guide the integration and innovation of Educational Informationization, and it has also painted a road map to serve the overall interests of the country, which is to further build the Educational Informationization management system and service support mechanism. The core idea of The Planning is also generalized in this paper. The author believes that The Planning reflects that the Educational Informationization is developing in high speed, which is characterized by the historical stage from scattered construction to overall planning, and to advancement and evolution as a whole. The Planning is an important theoretical and practical guidance documents to improvement of education modernization supported and led by Educational Informationization.
