2010-2014年重庆市卫生总费用筹资状况研究

Research on the Financing Situation of Total Health Expenditure in Chongqing from 2010 to 2014

目的:结合2010—2014年重庆市卫生总费用的相关数据,着重分析重庆市卫生总费用筹资总体水平,结构调整和变化趋势,并与全国的平均数据进行比较,提出改善建议。方法:运用筹资来源法对重庆市2010—2014年的卫生总费用进行了测算,并对测算结果进行分析。结果:重庆市卫生总费用和人均卫生总费用呈逐年递增趋势,个人现金支出比重在2014年降到29.97%,政府卫生支出、社会卫生支出和个人现金支出结构较合理。结论:继续加大政府和社会卫生筹资力度,降低居民个人支出,减轻居民疾病负担,使卫生筹资机制趋于合理化。

Objective： According to the relevant data of total health expenditure in Chongqing from 2010 to 2014, it focused on the analysis of total health expenditure structural adjustment and ehange trend of Chongqing to put forward suggestions for improvement compared with the national average data. Methods： The total health expenditure of Chongqing City from 2010 to 2014 was calcu- lated by the method of financing sources, and the results were analyzed. Results： The total health expenditure of Chongqing and the health expenditure per capita increased by years. The proportion of out-of-pocket payment（OPP） decreased to 29.97% in 2014. The structure of government expenditure on health, social health expenditure OPP were more reasonable by years. Conclusion： The govern-ment and the public： health financing should be increased to reduce the OPP and the economic burden of disease so as to make the healtil financing mechanism more reasonable.
