基于系统原理分析河南省社区基本药物制度存在问题及对策

Study of major problems and the strategies of essential drug system on the basis of system principle in community of Henan

目的归纳河南省社区基本药物制度的实时运行现状,并了解在实施过程中产生的问题,为建立健全的基本药物制度及完善相关的措施提供依据。促进基本药物的均等化和可及性,使河南省社区卫生服务健康发展。方法以管理学中的系统原理为视角,对河南省社区基本药物制度的运行机制进行系统分析,发现问题,从而对基本药物制度的良好运行提出可行性建议。结果河南省在基本药物制度的实施度,增补药品目录管理,药品的集中采购和统一配送政补偿以及患者对基本药物的认知水平等方面存在一些问题。以上各方面作为基本药物制度这一系统中相互作用相互依赖的要素不仅自身存在缺陷,同时也缺乏统一性和协调性,无法获得最佳的整体效应。结论重新审视河南省社区基本药物制度的运行机制,综合推进制度与配套政策的完善,构建河南省社区基本药物制度连续动态的发展路径。

Objective This thesis is aimed to summarize the implementation status of essential drug system in Community of Henan Province and to find the problems in the implementation process. To provide the reference for essential drug system of community health service institutions and for the perfection of relevant policies and measures, Also, to protect the fairness and accessibility of essential drugs and to promote the sustained and healthy development of the community health service in Henan Province. Methods This study used comparative analysis to analyze the operating mechanism of the essential drug system in Henan Province Community from the view of system principle. By identifying these problems, we can give feasible suggestions of the essential drug system operation. Results There are some problems in the rate of the essential drug system implementation, the formulation of supplementary Drugs List, the centralized purchase and unified distribution of drugs, financial indemnity and cognitive level of the basic drugs in Henan Province. The problems above as interaction interdependent etements in the essential drug system not only have their own defects, but also lack uniformity and coordination, and cannot obtain the best overall effects. Conclusions To promote the implementation of the system, to improve the coordination policies and build a long-term development mechanism of basic drugs in Henan Province Community.
