从边缘到中心:社会治理中“三位一体”的道德调控

From Margin to Center: The Trinitarian Moral Regulation in Social Governance

摘要 在当今的治理转型中,政府单一控制的道德调控正在逐渐失效,强调国家主导道德调控的观点受到多元调控理论的批评。实践中,政府、社会与个人"三位一体"的新型道德调控模式应运而生。基于对浙江省德清县道德调控创新模式的分析,发现与政府主导道德建设的传统模式不同,新型道德调控模式源自民间和社会的自主推动且以社会为中心;其运行机制依赖于社会力量而非政府权力;这种多主体、多途径参与的道德调控对政府治理转型产生了积极的推动作用,不仅有利于促进社会道德发展,还促进了社会多方协作、政府和公民新型关系的形成。 In the transition of social governance, moral regulations merely governed by governments have gradually lost its efficacy. The concept of state-centered moral regulation was criticized by multi-subjects regulation theory. A new paradigm emerged practically as 'the Trinitarian Moral Regulation' consisting of the three subjects, i.e. government, society and individuals. Unlike the government-led mode, the newly innovation of moral regulation is social-centered, originated from the initiatives of society and grassroots. The operating mechanism is based on the society rather than mere governments, which is characterized by multisubjects and approaches involving in moral improvement. Meanwhile, it greatly facilitated the transformation from the traditional control to the public governance. The implication includes two facets: to accelerate the progress of social morality, and to advance the social cooperation and the new relationship of governments and citizens.
