摘要
以工业企业为对象,实证研究了自主研发、协同创新与技术引进三种创新模式对市场导向型和技术导向型产业创新的真实功效,得出产业创新路径选择的基本逻辑:当产业创新处于明显的市场导向阶段时,三种模式理论上都可以选择,但自主研发与技术引进应重点考虑;当产业处在获取更多的新知识阶段,应以自主研发为主要创新路径。高技术产业和传统产业的创新路径具有较大差异,前者应走蛙跳式创新发展路径,后者应走以新兴产业占优为突破口的多元复合型产业发展路径。
Based on the framework of innovation efficiency of stochastic frontier knowledge production function and researching on Chinese industrial enterprises, this paper studies the effect of three innovation modes, independent innovation, cooperative innova- tion, and technology import, on the market-oriented and technology-oriented industry innovation. The conclusion reflects the basic logic of industrial innovation: When the industrial innovation is in a clear market orientation, the three models can be selected theoret- ically, but independent research and technology import should be focused on, leading the commercial application and promotion on new technology. When the industry is in the stage of new technologies (patents), independent research could be viewed as the main innovation measure. If we intend to rely on cooperative innovation, cooperation objectives and mechanism should be sound. The inno- vation between high-tech industry and traditional industry is quite different. The former takes the leap-frog-type technology innovation while the latter takes the development of multi-compound industry with the advantage of novel industries. Functional industrial policy, with the focus of frontier marginal industry intervention, must be the choice to achieve industrial innovation.
