Finacial Support Policy and the Development of Social Organization

为激发社会活力和促进社会组织的健康有序发展,近年来各级政府出台了一系列推动社会组织发展的扶持政策。实践证明,区别于政府购买的财政扶持政策是社会组织扶持政策的关键门类,目标旨在培育和型构合理的社会组织体系。财政扶持政策既是社会组织培育的重要机制,也是社会治理创新的重要策略,在优化社会组织发展结构、完善社会组织发展的支持体系、创新社会组织发展格局上有着重要意义。然而,在社会组织财政扶持政策的实践中也存在政策设计的精准性困境和政策运行的公开性困境。社会组织财政扶持政策走出困境的优化路径,需与政府购买公共服务政策相区别,厘清政府资助与财政扶持政策的功能和目标,合理化财政扶持内容,重点扶持具有地区性、专业性、发展性和基础性的社会组织发展。

To inspire social vitality and propel social organizations to develop healthily and order- ly, local governments have introduced a series of supporting policies in recent years to promote tlae de- velopment of social organizations.Practice has proved that fiscal supporting policy is a key category of social organization supporting policy, which is different from the government purchasing policy. It aims to cultivate and configurate a rational social organization system.This study concludes that fiscal sup- port policy is not only an important mechanism of fostering social organizations,but also an important strategy of social management innovation,and plays a vital role in the optimization of the structural de- velopment of social organizations,completion supporting system of social organizations,and the devel- opment pattern innovation of social organizations. However, there exist dilemmas in accuracy of policy design and openness of policy operation in the practice of social organization supporting policy. The op- timal path to step out the dilemmas needs to differenciate from the policy of Government＇s Purchase Public Service, clarify different functions and goals of government funding and fiscal support policy, optimize the contents of fiscal support, and focus on the regional, professional, developmental and fun- damental social organizations.
