摘要
我国A猪场环境污染事件引发了公众对养猪业"畜产公害"问题的广泛关注和深度思考。文章基于A猪场环境污染事件,分析了A猪场环境污染事件发生的背景、危害及原因;探索了养猪业生态环境价值补偿的框架及基本环节;提出了进行养猪业生态环境价值补偿的对策措施:确立养猪业生态环境价值补偿的主体;加快制定生态环境价值补偿标准;采用多种形式的生态补偿模式;采用多种形式相结合的有选择性的补偿方式。
Environmental pollution incident of A pig farm in our country triggered widespread concern and deep thinking about ＂livestock pollution＂ in pig-raising industry among public. Based on this incident, the paper analyzes the occurring context, hazards and causes of A pig farm environmental pollution incident; exploring the framework and basic link of ecological value compensation of pig-raising industry; coming up with the countermeasures to conduct ecological value compensation of pig-raising industry： establishing the subject of ecological value compensation for pig-raising industry; accelerating the formulation of standards for ecological value compensation; using ecological compensation models of a variety of forms; adopting the selective compensation ways of combination for a variety of forms.
