居民小区生活饮用水“第三方监管”模式初探

A preliminary study on the third-party supervision model of residents drinking water

"第三方监管"即以社会监督的方式,在原有对二次供水管理单位(小区物业)监管的基础上,引入小区业主委员会作为第三方监管者,加强对小区物业的监督,督促物业切实履职。这一模式不仅是对饮水卫生监管力量的增量改革,更是公共卫生安全治理思维上的理念重构,对提升居民小区饮水卫生的监管效率具有重要的现实指导意义。

As the third-party supervision,owners＇ committee supervised the property management company to perform their duties conscientiously,which is based on the regulation of the original secondary water supply management unit（the property management company）.This model not only completes the incremental reform of the hygiene supervision and management power of drinking water,but also reconstructs the idea of public health security governance,which has important practical guiding significance to improve the efficiency of residents drinking water supervision.
