福建省卫生监督机构的日常医疗卫生监督制度现状分析

Analysis on the current situation of daily health supervision system of health supervision institutions in Fujian Province

从日常监督制度角度,找出卫生监督机构预防监督员受责任追究方面存在的优势和不足之处,从而提出有针对性的建议,使卫生监督员在医疗卫生监督执法过程中的行为更加合法、合理,同时规避风险。方法:采用分层抽样选取样本,通过信访问卷调查,对福建省卫生监督机构基本情况、担负职责、职责授权方式、工作要求、日常工作制度建设等情况进行汇总,并进行统计学分析。结果:1.我省监督机构从事医疗卫生监督的职责尚未统一,责任委托方式不规范;2.有66.3%的机构已建立书面的医务日常监督制度,但完整建立覆盖率、监督频次、投诉举报查处、案件移送、预防问责培训等制度的仅占15.2%,且2015年与2012年相比,情况没有得到改善。各项制度的改善仍有很大进步空间。结论:各级卫生计生行政部门应该以书面的形式明确授权医疗卫生监督机构的职权。监督机构也要制定相应的制度以明确监督员的职责。各级卫生监督机构应当加强建立和完善本单位的医疗卫生日常监督制度,尤其是基层的监督机构。上级部门也应将机构的日常规章制度建设作为机构稽查考核重要指标,严格考核标准,促进机构规范化建设。

The objective is to find out the advantages and shortcomings of the health supervision institutions＇ accountability system from the point of daily supervision system,and put forward the suggestions for the health supervisors to make law enforcement behavior more legitimate,rational,and avoiding risks.A stratified sampling was used.Through questionnaire survey,the research analyzed the basic situation,responsible duties,duty authorized way,job requirement,daily work mechanism of health supervision institutions in Fujian Province,and made statistical analysis.1.The duties of health supervision institutions in our province are not unified,and the mode of commissioning methods is not standardized;2.66.3% of health supervision agencies have established written medical daily supervision system,but the complete building coverage,monitoring frequency,complaints investigation reports,the case is transferred,the prevention of ask responsibility training but only 15.2%,and in 2015 compared with 2012,the situation has not been improved.There is still much room for improvement in the improvement of the system.Conclusion：The administrative departments of health and family planning at all levels should clearly authorize the functions and powers of the medical and health supervision institutions in written form.The health supervision institutions also must formulate the corresponding system to use in order to clear the responsibility of the health supervisor.The health supervision institutions at various levels shall strengthen the establishment and improvement of the medical and health daily supervision system of this unit,especially the supervision institutions of the basic level.Higher authorities should also be the organization＇s daily rules and regulations construction as an important indicator of the organization＇s inspection and evaluation,strict examination standards,and promoting the standardization construction of institutions.
