摘要
针对城市轨道交通设施建设项目融资问题,基于土地价值捕获理论和项目建设现状,分析城市轨道交通项目利用土地储备融资的可行性和途径,提出城市轨道交通建设期融资的土地定向储备模式。然后对比分析城市轨道交通联合开发模式与土地定向储备模式的运行机制,并探讨土地储备成本控制激励约束机制,以保障土地定向储备的成功实施。
According to the financing problems of urban rail traffic facility construction project, this paper analyzes the feasibility and ways of the land reserve financing for urban rail transit project based on the theory of land value capture and the present situation of the construction of land acquisition projects, and puts forward the predetermined land reserve mode to solve the financial pressure of rail transit construction period. Then, analyzes and compares the operation mechanism of joint development mode and predetermined land reserve, discusses the land reserve cost control incentive and restraint mechanisms, in order to guarantee the successful implementation of predetermined land reserve.
