摘要
监督是约束下级政府行为的一个重要工具,但监督是有成本的,其中上、下级政府间的交通时间成本不容忽视。对此,本文通过一个政策执行过程中两级政府的行为选择框架进行了分析,并提出监督的交通时间成本越高,下级政府政策执行力越差的命题。本文以行政管理费为观测对象,利用浙江省11市56县的数据对命题进行了检验。发现无论是以空间距离还是以交通时间作为解释变量,结果均证明了上述命题。并且发现,空间相对距离、交通相对时间对政策执行力的影响更大,且更为稳健。基于此,本文提出了加强监督,提高政策执行力的一些方向性建议。
The supervision is an important tool to constrain the behavior of the subordinate government,but it has cost and the cost of traffic time between the upper and lower governments should not be ignored.In this paper,the process of the policy implementation is analyzed,and the proposition is put forward that the higher the traffic time cost of supervision,the worse effect of the policy implementation.Then,the proposition is tested with the data of the 56 counties of 11 counties of Zhejiang Province.It is found that the results can prove the proposition provided that both the distance and the traffic time as the explanatory variables.And it is found that the spatial relative distance and relative traffic time have greater effects on the policy implementation,and more robust.Based on this,this paper puts forward some suggestions to strengthen the supervision and improve the policy implementation.
