摘要
近年来,我国创新成果不断涌现,但能成功实现商业化的数量却非常少。在全球提倡开放性创新理念的背景下,创新商业化的关键不仅在于企业自身的努力,还需要高校和政府两大主体的良好推动。通过多年实践,国外在创新主体和创新方式方面已形成较为成熟的创新商业化推动经验。可借鉴国际经验,由高校通过创新成果转化办公室和概念认证中心支持创新商业化第一阶段,完善高校创新商业化活动和高校知识产权相关政策,并根据创新的不同阶段,对创新研究者进行相应的资金支持;由政府通过创新中心支持创新商业化第二阶段,明确创新中心的研究定位,鼓励创新中心多渠道获得资金,保证创新中心运作的自主性与强化创新中心监督并重,并帮助创新中心建立创新联盟。
In recent years, China's innovation production is constantly emerging, but very few can successfully achieve commercialization. Under the background of open innovation, the key of successful innovation commercialization lies not only in the enterprises' efforts, but also in the promotion of universities and the government. Through years of practice, many other countries have achieved mature innovation commercialization experiences with respect to innovation subjects and innovation methods. According to the precedents, colleges and universities can support the first stage of innovation commercialization through establishing office of innovation and transformation and university - related proof of concept centers, improving innovation commercialization and intellectual property protecting policies, funding the researchers according to the different stages of innovation. Government should establish technology and innovation centers to support the second stage of innovation commercialization, ascertain the research orientation of innovation center, encourage innovation center to finance through multiple channels, ensure that the innovation centers achieve balance between autonomy and supervision and help establishing innovation alliance.
