改革属性和范式初析

An Analysis of Reform's Attribute and Paradigm

改革既有工具属性,又有价值属性。从改革的逻辑着眼,应尽可能让改革的工具属性服从服务于价值属性,体现道德的正当性。研究改革问题,要把握三个维度,即决策的正当性、程序的预定性、目标的可取性。改革的决策者须审慎思考新形势新阶段改革的约束条件、动力基础和风险因素的变化,在新的历史起点上,推进全面深化改革,应进一步凝聚改革共识,理清改革的思路,集中各方智慧推进关于改革的系统化研究。

The reform has both tool attribute and value attribute. From the perspective of the reform＇ s logic, we could try our best to make the reform＇s tool attribute serve for it＇s value attribute, which can reflect the legitimacy of morality. In order to solve the problem of reform, we could grasp three dimensions, namely the legitimacy of the decision, the reservation of the procedure and the desirability of the target. Decision-makers of reform need to think critically the changes of constraints, dynamic and risk in the new situation and new stage. Promoting comprehensive deepening reform in the new historical starting point asks us to further gather consensus of reform, sort out the ideas of reform, centralize wisdom of all parties and promote systematic research on reform.
