专利资助政策对企业家专利意识的影响——以珠三角为例

The Impact of Patent Grant Policy on Entrepreneur's Patent Consciousness——Taking Example of PRD

专利资助是政府利用公共财政资源支持技术创新的重要手段,能够极大地影响企业的专利活动。本文以珠三角为例,实证分析专利资助政策对企业家专利意识的影响,结果表明:专利创造资助政策对企业家专利创造意识有正向影响;专利申请资助政策对企业家专利申请意识有正向影响;专利转化资助政策对企业家专利转化意识有正向影响。因此,政府应该进一步优化现有专利资助政策,提高专利资助政策的质量;加强专利资助政策的宣传和解释力度;建立有效的政策监督、评估与反馈机制。

Patent grant is an important means for the government to use public finance to support technological innovation,which can greatly affect the enterprise＇s patent activity. This paper analyzes the influence of patent grant policy on Entrepreneur＇s patent consciousness, and takes PRD as an example to make empirical study. The results show that the patent creation grant policy has a positive impact to entrepreneur＇s patent consciousness; patent application grant policy has a positive impact to entrepreneur＇s patent consciousness; patent transformation grant policy has a positive impact to entrepreneur＇s patent consciousness. Therefore, the government should further optimize existing patent grant policy to improve the quality of patent subsidy policy; strengthen the propaganda and explanation of patent subsidy policy and establish effective policy supervision, evaluation and feedback mechanism.
